Instagram does not notify anyone when you view, screenshot, or save a display picture. There is no DP view counter and no alert on the account owner’s side. Viewing a profile itself also does not send a notice.

What Instagram actually notifies
Instagram notifies for actions such as likes, comments, follows, tags, story replies, and live activity — not for looking at a profile photo file. Story views are listed to the story author because stories are ephemeral content with a viewer list. A DP is not a story.
Why the story exception confuses people
The coloured ring around a DP means an active story. Opening that story can add you to the story’s viewer list. Opening only the profile photo — or saving the JPG Instagram already exposes — is a different action and does not use the story viewer list.
Screenshots and downloads
Instagram does not send a screenshot alert for profile photos. Screenshot warnings that users remember from vanishing-mode chats or certain disappearing messages do not apply to the public circular DP on a profile page.
“Who viewed my Instagram profile” apps
Third-party apps that claim to reveal profile viewers are not Instagram features. They cannot read a secret Instagram view log for DPs because that log does not exist for account owners. Many such apps are phishing or engagement bait.
Does using Insta DP Download change this?
No. The tool requests the publicly available profile image Instagram already serves. It does not sign into Instagram as you, so it cannot generate a login-based notification either.
What the other person can see
They can see their own follower list, story viewers (for stories), and message requests. They cannot see a list of people who opened their DP file.
